What We Believe
In the verbal inspiration of the Bible.
In one God eternally existing in three persons; namely, the Father, Son, and Holy Ghost.
That Jesus Christ is the only begotten Son of the Father, conceived of the Holy Ghost, and born of the Virgin Mary.
That Jesus was crucified, buried, and raised from the dead.
That He ascended to heaven and is today at the right hand of the Father as the Intercessor.
That all have sinned and come short of the glory of God and that repentance is commanded of God for all and necessary for forgiveness of sins.
That justification, regeneration, and the new birth are wrought by faith in the blood of Jesus Christ.
In sanctification subsequent to the new birth, through faith in the blood of Christ; through the Word, and by the Holy Ghost.
Holiness to be God’s standard of living for His people.
In the baptism with the Holy Ghost subsequent to a clean heart.
In speaking with other tongues as the Spirit gives utterance and that it is the initial evidence of the baptism of the Holy Ghost.
In water baptism by immersion, and all who repent should be baptized in the name of the Father, and of the Son, and of the Holy Ghost.
Divine healing is provided for all in the atonement.
In the Lord’s Supper and washing of the saints’ feet.
In the premillennial second coming of Jesus. First, to resurrect the righteous dead and to catch away the living saints to Him in the air. Second, to reign on the earth a thousand years.
In the bodily resurrection; eternal life for the righteous, and eternal punishment for the wicked.
Statement of Identity
The Church of God, with international headquarters in Cleveland, Tennessee, traces its roots to 1886 in a meeting house located at Barney Creek in the mountains of eastern Tennessee. The Christian Union was organized with eight members. Since that inauspicious start, the Church of God has become an international church with a membership approaching 4 million. The Church of God is a grassroots organization with an appeal to and a concern for the common man and his needs.”
Declaration of Faith
The Church of God believes the whole Bible to be completely and equally inspired and that it is the written Word of God. The Church of God has adopted the following Declaration of Faith as its standard and official expression of its doctrine.
The following Doctrinal Commitments represent the core beliefs of the denomination as outlined in Scripture.
Signs following believers. Mark 16:17-20; Romans 15:18, 19; Hebrews 2:4.
Fruit of the Spirit. Romans 6:22; Galatians 5:22, 23; Ephesians 5:9; Philippians 1:11.
Divine healing provided for all in the Atonement. Psalm 103:3; Isaiah 53:4, 5; Matthew 8:17; James 5:14-16; 1 Peter 2:24.
The Lord’s Supper. Luke 22:17-20; 1 Corinthians 11:23-26.

Pastors Sam & Donna Luke
Sam Luke answered the call of God at the early age of seventeen. He began his ministry by preaching on the street corner in a small rural town in Georgia. Since that time, Rev. Luke has reached out to millions in the United States and many foreign countries with a Christ-centered message of salvation, healing and deliverance. Rev. Luke received his formal education from Lee University, Cleveland, Tennesse.
For eleven years, Rev. Luke conducted crusades in churches and citywide trans-denominational meetings, as well as special meetings for his denomination. He is the author of several books and sacred music albums. He served as Pastor Pro Tem and Associate Pastor of the National Church of God in Washington, D.C. for three years.
Sam Luke and his wife, Donna Sears Luke, (also a graduate of Lee University) served as pastor of the Oak Park Church of God in Mobile, Alabama, for eight years. While there, the church experienced phenomenal growth, from 167 in attendance to a record of 1,538, with over 1,000 new members joining the fellowship.
In September 1992, he and Donna moved to Hamilton, Ohio, to pastor the Princeton Pike Church of God, one of the largest churches in his denomination. Under his leadership, a new 4,000 seat auditorium was built on 100 acres to accommodate the ever-increasing number of worshipers who attended the three worship services every Sunday.
On March 7, 2004, Pastor Sam became the Senior Pastor of Stewart Road Christian Ministries Center in the Detroit, Michigan
area where the congregation enjoyed continued success for 6 years.
In March of 2010, the Lukes moved to metropolitan Richmond, Virginia to serve as the Senior Pastor of Victory Tabernacle Church of God. Pastor Sam and the “Victory” family produce a weekly telecast, “Miracles Still Happen” which is seen each Sunday morning at 8:00 am on FOX, WRLH in Richmond.
Pastor Sam, over the years, has been involved in serving the community through agencies designed to help the needy. He has served on the Butler County Children’s services board in Ohio and founded a home for single mothers in Ohio, and is presently involved in a weekly feeding program for underprivileged families in Virginia.
Pastor and Donna Luke have one daughter, Sarah, who is a nurse in Cincinnati, Ohio.
Eric Hughes is the Lead Assistant Pastor of Church Administration. He is a credentialed, ordained minister with the Missionary Baptist of South Carolina. He is married to Karla Hughes and has two beautiful children: Garland and Lindsey. Eric grew up in South Carolina. After high school he attended Chowan College and East Carolina University. He majored in Banking and Finance and earned degrees in Business Administration from each. Eric has worked in the financial services arena for over 21 years.
Eric is an accomplished and anointed teacher. Eric teaches and facilitates workshops on Christian finances and stewardship for many churches and associations. We are blessed to have someone of his caliber and integrity on staff.
Jeremy Cromwell extended his 20 plus years of service in the ministry by joining the Victory Tabernacle staff in 1999. He served as Youth Pastor of Victory Tabernacle for eight years. Jeremy currently holds the position of Evangelism/Outreach pastor. He also has a background rich in theater. He has used this gift as an avenue of ministry, not only with the youth, but is currently utilizing drama at outreach events. Jeremy has taught various camps, conferences and seminars across the country and has served on various state committees. With a background rich in inner city ministry, he continues to share the love of Jesus to a hurting world.
Jeremy also serves as Multi Media coordinator where he oversees the production of messages and special services on CD, DVD, and the internet.
Jeremy is joined in ministry by his wife, Angela. They have been blessed by their lovely daughter, Ashlee. Together they share a love for God, Victory Tabernacle and people.
Ginette attended Southeastern Bible College where she took courses in Biblical Studies and Elementary Education. She graduated with a Bachelors in Elementary Education. Her passion is for children to have a hunger and a fire for God. Ginette has served in ministry for over 15 years along with her husband Shannon. She has been in charge of drama, puppets, involved in missions trips, and evangelism outreach. Ginette and Shannon have been married for 20 years and have been blessed with four wonderful children.
Shannon was called into the ministry at a young age. He was involved in ministry at his home church, in children’s ministry, door to door witnessing; preaching his first message at the age of 16. At 17 he joined the VA Army National Guard becoming a combat engineer, demolition, recon and combat expert. He attended South Eastern Bible College but was called to war in Operation Desert Storm and Desert Shield, where he earned the Combat V Bronze Star’s and other awards. While serving our country, he started prayer and bible study groups in over 7 different states. He graduated from Valley Forge Christian College with a Bachelor of Science in Youth Pastoring and took many classes on Teenage in Crisis Counseling.
Shannon and his wife Ginette have been in Youth Ministry for over 15 years. God has used Shannon and his wife throughout the years to start youth ministries where churches wanted a fulltime youth pastor, but could not afford it. They have taken great steps of faith and God has always provided. Shannon was told one time that there are settlers and pioneers in ministry and God has used them as pioneers throughout the years in starting youth ministries that are still going strong today.
Shannon and Ginette have a passion not only for the lost souls, but also a deep passion for youth. They are excited about what God is doing in Battle Cry Youth Ministry at Victory Tabernacle. Shannon believes in discipleship, fasting, prayer and building a relationship with God by being faithful in His Word. God says in John 8:31 “If ye continue in my word then truly you are my Disciple. For ye shall know truth and truth shall set you free.”
Shannon and Ginette have been married for 20 years and have been blessed with 4 wonderful children
Pastors Frank and Tina Williams have been married 18 years and have beautiful, 10 year old twin girls Makayla and Abigael.
The Williams family have been a mainstay at Victory Tabernacle COG for over 20 years. They went through the Ministerial Endorsement Program (MIP) as a couple after Pastor Frank completed the Calling and Ministry Studies (CAMS) program with the State Office in Roanoke, Va.
Tina has a servant’s heart for children and has served for over 26 years in some capacity ministering to the children of our church. Pastor Frank and Tina were leaders together over the Tots for Jesus program for almost 2 years.
Pastor Frank graduated from Prince George High school. He worked in manufacturing for 16 years and it was early in this part of his career (1983) that he gave his heart to the Lord Jesus Christ. Upon being born again, Pastor Frank became a member of the Praise Center Mission Church, which was a Pentecostal Holiness Church. Pastor Frank served there faithfully as a member, deacon, church treasurer, armor bearer, Elder and was ordained into the Ministry in 1994 under the leadership of Bishop Haywood James. At Victory Tabernacle Pastor Frank has served in multi-media, Deacon, Elder, drama, Missions, armor bearer and He and Tina have been serving as Children’s Pastors for 3 years.
The Roca’s were born in Guatemala, Central America. In 1987, the Lord opened doors for them to immigrate to Canada were they lived for nine years. Pastor Roca started his training in the ministry attending Metro Toronto School of the Bible. In 1998, the Roca’s were sent to Belize to work as missionaries under the supervision of Church of God in Belize. After becoming members of the church, they attended “Sebipca” (Seminario Biblico de Centro America) and worked as translators for many mission teams throughout Central America.
In 2004, the Roca’s joined the Victory Tabernacle family, becoming the Hispanic Pastors, along with their three beautiful children Sara, Karla and Jacob. They are serving the Lord in the best of their abilities.
Christopher Houston is Worship Pastor and Coordinator of the Music Department at VTCOG. He is a native of North Carolina, an anointed preacher, published author and song writer with a love and passion for worship. Christopher earned his Bachelor of Arts degree (Music Industry) from Western Carolina University in 1996. He later earned his Masters of Divinity from Oral Roberts University in 2000 where he also met and married his wife Jacqueline. Together they are the proud parents of four children: Candyce, Christopher, Cyrani, and Andrew (nephew).
Christopher answered his formal calling to preach the Gospel in 1999 where he was first licensed as a minister. He would later be formally ordained in 2002 by Agape Word Fellowship/International Covenant Connection and again in 2010 by Bishop T.D. Jakes/Potters House International Pastoral Alliance. Founder of Bridge of Life Ministries and Former Senior Pastor of Bridge of Life Community Fellowship in Wake Forest, NC, Christopher is no stranger to church leadership and is proud to serve the Victory Tabernacle family.
Bill and Carolyn Fielding joined the ministerial staff in 2011. They each have over 30 years of ministry experience with their primary focus in the Healing Ministries.
Pastor Carolyn is an ordained minister. She felt the call of God on her life at a young age and preached her first sermon at age 16. After earning her degree in music, she served in several states as a Worship leader, Pastor’s wife, Bible teacher, and Prayer Minister. During this time, Carolyn was also the State Director of Youth and Children in Idaho. Since she came to Virginia, she was the Director of Small Group Ministry, Single Adult Ministry, Women’s Ministry, Single Mom’s Ministry and Divorce Recovery. Because of an extensive background in finance, she has served church leaders as a financial consultant. She enjoys preaching, teaching, and singing.
Pastor Bill is an ordained minister. He received his bachelor’s degree in Mechanical Engineering. After accepting the call to ministry, he went to seminary and earned a Master of Divinity degree. After seminary, Bill started a non-denominational church in Stuart, Florida and pastored there for 19 years. After coming to Virginia in 1997, Bill was the Director of the Healing Ministry at another local church.
In 2004, Pastors Carolyn and Bill were married and combined their ministries to complement each other. In 2006, they formed Rapha Healing Ministries to teach, train, and equip other churches and leaders in the Healing Ministries. Together they have seven adult children and ten grandchildren.
Deanna Loveday has been a member at Victory Tabernacle since 1995 and has served on staff in several areas of ministry. She has been our Children’s Pastor, CE director of the children’s program, Royal Rangers and Missionettes, and is currently our Child Development Center Director. She is also a credentialed minister with Church of God, graduated high school at Prince Edward Academy, and continues her education at Lee University and John Tyler. Secondary to ministry she is a registered Pharmacy Technician with the state of Virginia and maintains her education with the Board of Pharmacy with the goal of becoming Nationally Certified.
Deanna has been married for 30 years to her husband, Dale Loveday, and has 3 terrific children, Amber, Dustin and Jacob. She is also a proud grandmother to Hadley Essence Loveday; Deanna was born and raised in Farmville, Virginia and moved to Chesterfield in 1980.
Melody is the daughter of retired missionaries and grew up all over the world. Melody is married to her husband, Jim Underwood of 27 years, and they have 2 beautiful daughters, Krystal and Keri. She is the proud grandmother of two granddaughters, McKayla and Shayne.
Melody has been on staff since August of 2001 and is the Executive Secretary. She completed her formal education at Liberty University and graduated with a degree in Psychology. Melody is currently working on her Masters in Professional Counseling.
Melody is the ministry leader for the Prayer Force Prayer Ministry. Her hobbies include singing, reading, painting, and needlework.
I have been to this church a few times and feel refreshed and the word of God every time I wish it wasn't so far from me I'm thinking about just not worrying about the distance and making this my home church the feeling I get after leaving service is irreplaceable.
I love Victory Tabernacle! I am always leaving refreshed by the Word and Worship! I love what this church is about, Preaching and enhancing the Gospel of Jesus Christ.

Pastor Sam of Victory Tabernacle Church preach and teach the Word of God without alterations. He does not alter God's Word to fit any lifestyle but scriptures teaches us how to live a lifestyle accordingly to God's Word. This ministry teach the entire Bible from Genesis to Revelations and you will leave with a better understanding. If you can get to this church you will not ever have any regrets.
Betty and I joined Victory in 1994 as the Lord directed us. Shortly, thereafter we started the prison ministry and have been blessed with support and volunteers. Pastor Sam is one the best teachers and ministers in the country. The TV and radio broadcast are just a sample of the whole experience of a service. Pastor Sam brings a fresh word with insight and understanding for the body every Sunday. The Praise and Worship and Youth ministry are second to none. It is time for you to experience real church.
I absolutely love Victory Tabernacle. Pastor Sam Luke is an Awesome pastor. The children's pastors, Frank and Tina Williams do a wonderful job, teaching the children the Word of God.
I have been going to Victory for the last seven years. I always come away knowing I have heard the word of God and Pastor Sam is the one who has taught it.
